Broken Pixels, Real People: A Human-Centric Strategy for Indonesia’s Digital Public Infrastructure

In the recent rush toward Digital Public Infrastructure (DPI), we often succumb to the technocratic allure of viewing state digitization as a seamless, purely clinical, and frictionless upgrade to the social contract. However, the rollout of Indonesia’s Identitas Kependudukan Digital (IKD) demands a more rigorous lens. 

This analysis interrogates how the state’s aggressive, top-down adoption targets often obscure the invisible burdens placed upon individuals as they navigate technical hurdles to secure basic recognition. Through the synthesis of media discourse, regional digital readiness indicators, and user experience data, we dissect the geography of exclusion that currently defines the IKD landscape. 

We find that the inclusivity of a digital identity is contingent upon not only the technical infrastructure but also the human support systems that sustain it. This analysis reveals that the pixelated state relies on the often-overlooked human infrastructure of frontline staff who bridge the gap between algorithmic promises and individual access.

This analysis, thus, reframes IKD not as an isolated software implementation, but as a contested sociotechnical site where state-mandated administrative efficiency collides with the messy, lived realities of a diverse citizenry. By shifting our focus from system optimization toward human-centric resilience, we offer recommendations that honor the complexity of the citizen and everyday reality rather than hastily streamlining their administration. 

The Bureaucratic Myth of Frictionless Digitalization

When we speak of DPI, we may easily fall into the trap of viewing it as a purely technical achievement. However, as we examine the rollout of Indonesia’s IKD, a far more complex reality emerges. IKD is a contested site of negotiation where the state’s drive for administrative efficiency clashes with the citizen’s lived experience of bureaucratic friction. This phenomenon is reflected in how media narratives and state-imposed deadlines force a specific kind of citizen labor, effectively shifting the burden of visibility from the state onto the shoulders of the marginalized.

A timeline of this transformation (Figure 1) reveals how the state manages public attention. Media discourse from August 2022 to June 2026 demonstrates that public interest manifests in reactive surges. Significant intensity peaks in December 2023 (25 articles) and January 2024 (20 articles) were the direct result of aggressive government mandates, prioritizing adoption targets over user readiness. A similar resurgence occurred in early 2026 as the narrative shifted from theoretical policy to the urgent reality of integrating IKD with essential services like school enrollment and social assistance validation. These peaks suggest that the digital state only becomes visible to its citizenry when a deadline looms or an essential service is at risk of withdrawal.

By analyzing the frequency of terms in public discourse (Figures 2, 3 and Table 1), we can identify where the state’s priorities lie compared to the daily struggles of the people.

The overwhelming prevalence of technical jargon, specifically “digital” and “IKD,” juxtaposed with human-centric terms like “warga” (citizen) or operational concepts like “aktivasi” (activation), reveals an administrative imbalance. Public discourse prioritizes the system’s structural existence over its functional utility for the citizenry. While “layanan” (service) appears frequently, it is almost invariably tethered to “dukcapil” (the civil registry), indicating that the digital shift is framed through the lens of state management rather than genuine citizen empowerment. For the individual, the activation of an identity represents a tangible hurdle. Conversely, within the media narrative, it is reduced to a mere footnote to the grandiosity of the digital mandate.

The narrative is predominantly centered within the finance section (detikFinance), which contributed 43 articles to the discourse. This high volume of financial reporting suggests that the primary driver for digital identity is not civic inclusion, but banking integration and the imperatives of the formal economy. This focus effectively marginalizes the struggles of the rural and informal sectors. When the discourse is dominated by financial portals, the efficiency being prioritized serves banks and state treasuries, rather than the street vendor in a remote village for whom a smartphone is a tool of survival. This urban bias constructs a polished myth of progress that obscures a deepening geography of exclusion, transitioning from the digital screens of Jakarta to the realities of the archipelago’s diverse terrain.

The Geography of Digital Exclusion

As we observe the Indonesian archipelago, the strategic danger of a uniform digital mandate becomes evident. In a nation defined by its geographic and economic fragmentation, a one-size-fits-all digital identity policy risks further entrenching existing societal divides. When the central government imposes a digital solution without accounting for regional disparities, it creates a geography of digital exclusion wherein an individual’s location determines their right to state recognition.

Our analysis of the Indonesia Digital Society Index data (Table 2) reveals a stark national landscape of digital readiness. The provinces of Papua Tengah, Papua Selatan, Papua Pegunungan, Papua Barat, and Papua consistently emerge as the lowest performers. These regions face systemic deficits across infrastructure, government digitalization, literacy, and service creation. The question is: how can a citizen in Papua Tengah, with an infrastructure score of only 32.53, be expected to fulfill a digital mandate that requires constant connectivity?

It is a common technological deterministic fallacy to assume that laying fiber-optic cables or constructing towers inevitably precipitates digital transformation. Consider Sulawesi Tenggara and Maluku Utara. While these provinces possess moderate infrastructure scores of 51.57 and 53.00, respectively, their scores for digital service creation are a meager 9.45 and 9.61. This discrepancy reveals that while the hardware exists, the administrative capacity to leverage it remains limited.

In these regions, the IKD app may exist as an icon on a smartphone, but it remains a hollow utility, lacking the necessary local administrative capacity, municipal service integration, or ecosystem to provide genuine value. Consider Papua Pegunungan, which records a government digitalization score of only 26.36. For the citizen, this metric signifies a critical failure point. If the application falters, no local office exists to rectify the data, rendering the digital identity a dead end. Imposing digital services in such environments without corresponding local capacity creates a permanent underclass of the digitally disenfranchised. In Papua Selatan, where the service creation score is a mere 6.55, the digital identity functions less as a gateway and more as a badge of exclusion, shifting the challenge from broad geographic barriers to the intimate, technical friction encountered on the screens in citizens’ hands.

When Bugs Become Beliefs

In the realm of public sector technology, User Experience (UX) is the software-level proxy for the social contract. If a citizen cannot navigate the interface of their own identity, the relationship between the individual and the state begins to fray. Our analysis of 10,000 IKD app reviews reveals that technical friction is a potent catalyst for civic mistrust. When software fails, it isn’t just a bug, it’s also a breach of trust.

In the early versions of the IKD app (2.0.1 and 2.0.4), specific hurdles that prevented citizens from accessing their fundamental digital rights are:

  • Registration Failures (21.6%): The single largest barrier, preventing more than a fifth of users from even entering the system.
  • Login and Access Issues (15.4%): This left successfully registered citizens inexplicably locked out of their own documents, creating a sense of digital identity theft by the state.
  • Bureaucratic Friction (9%): A particularly galling issue where a supposedly “digital” system still required physical, human-in-the-loop visits to kecamatan or disdukcapil offices, effectively replicating the very bureaucracy it promised to eliminate.

This finding suggests when an app fails, a citizen does not usually blame a server timeout. They blame the state’s competence. In the reviews, 14.2% of negative feedback linked technical glitches, such as “invalid data” errors to deeper concerns about state surveillance or data theft. 

One user noted that while their personal accounts had been safe for years, the errors in IKD made the app “suspicious.” They wrote, ‘Be careful, friends, maybe our data could be misused… If anyone misuses my data later, I’ll know exactly where it came from.’ This is the social contract in tatters. A simple validation error is interpreted by a nervous public as a surveillance mechanism or a precursor to a data breach.

In older versions, the facial recognition module frequently froze on mid-to-low-end smartphones, which are the exact devices held by the majority of working-class Indonesians. Because the camera shutter wouldn’t fire, these citizens were forced to travel to government offices to use an officer’s high-spec device. By releasing software incompatible with affordable hardware, the state shifted the cost of administration onto the citizen’s personal device. To be a digital citizen, they were essentially required to own a premium device, a price that many could not afford.

However, when versions 2.0.5 and 2.0.6 finally optimized the shutter bug for the lowest common denominator of hardware, the impact was pronounced. One-star reviews plummeted from 62.8% to 7.5%, while five-star reviews climbed to 82.8%. This fix was more than a code update. It was an act of socio-technical inclusion. By ensuring the software worked on affordable phones, the state finally met its obligation to provide an inclusive public infrastructure. Having said that, even as the code improves, we must recognize the massive, invisible human infrastructure required to fix data errors that no algorithm can solve alone.

The strategic objective of linking IKD to bansos (social assistance) is fundamentally aligned with the state’s fiscal mandate. By integrating digital identity with central welfare databases, the state aims to eliminate an estimated Rp 14–17 trillion in systemic leakages within programs such as the Program Keluarga Harapan (PKH). These leakages stem from decades of legacy data errors, including duplicates, ghost recipients, and outdated registries.

However, this transition demonstrates that data often serves as a source of exclusion. In Denpasar, up to 93% of low-income citizens in certain tiers were initially excluded from aid due to identity discrepancies. Conversely, in Mataram, the system failed to detect affluent individuals who held double registrations across regency borders to claim poverty benefits. This demonstrates that automated registries, while designed for efficiency, systematically fail the most marginalized, those characterized by inconsistent documentation or limited literacy, while failing to deter those with the digital savvy to exploit the system.

Correcting these errors requires robust human infrastructure.To address these systemic deficits, local governments mobilized an army of field agents, including 13,094 in Surabaya and 2,600 in Buleleng, to conduct door-to-door biometric verification. These essential frontline workers resolve the errors that algorithms cannot, effectively bridging the gap between the pixel and the person.

From Pixels to People (Recommendations)

Our analysis of the IKD rollout demonstrates that the path to a digital state is not a straight line from analog to digital. It is a recursive, often messy process of building, failing, listening, and rebuilding. We must move away from a technological deterministic fantasy that DPI is a product to be launched. Instead, it is a human-centric relationship to be maintained socio-technically. 

With that understanding, we propose the following recommendations for developers, funders, and public leaders:

  • Sustainable Operational Funding: DPI is a sustained project requiring multi-year, iterative operational funding. The success of IKD version 2.0.6 occurred because the state did not abandon the project during the failures of version 2.0.1. We must shift from capital-expenditure-heavy models to funding that acknowledges DPI is a living system requiring constant iteration based on citizen feedback.
  • Accessibility-First Architecture and Inclusive Redress: DPI must explicitly reject the universal user fallacy that often masks systemic exclusion. For people with disabilities and marginalized communities, digital barriers are structural denials of rights. Redress mechanisms must be integrated into the architecture itself, rather than functioning as an afterthought or an opaque, automated support ticket queue. When algorithms fail, citizens must have access to expedited, localized manual verification processes that bypass digital friction.
  • Hardware Democratization as Policy: UX testing must target the lowest common denominator of hardware. If a public service requires a high-spec smartphone, it effectively functions as a luxury good. Software optimization for older, cheaper devices must be a non-negotiable policy requirement to prevent the exclusion observed during early IKD versions.
  • The Bi-Focal Onboarding Model: The digital-only mandate should be reconsidered. While automated, home-based onboarding is suitable for the tech-literate, we must resource localized civic support hubs for the vulnerable. These hubs, staffed by the human infrastructure exemplified in Surabaya, provide the support needed to resolve registry errors in real-time.
  • The Capacity-First Funding Shift: Donors must shift funding from physical infrastructure toward local software engineering and municipal IT capacity. As seen in Maluku and Papua, a telecom tower in a region with poor service creation becomes an abstract icon of progress rather than a tool of empowerment. Funding should prioritize training local civil servants and developing regional innovation hubs with civil society groups.
